What is IMSI Catcher?
A device that impersonates a cell tower to intercept mobile phone communications and track the location of nearby devices.
IMSI catchers (also known by the brand name Stingray) are surveillance tools used by law enforcement and intelligence agencies worldwide.
How It Works
- The device broadcasts a stronger signal than nearby real cell towers
- Phones automatically connect to the strongest signal
- All calls, texts, and data from connected phones pass through the IMSI catcher
- The device captures IMSI (International Mobile Subscriber Identity) numbers

- Track the precise location of any phone in range
- Intercept calls and text messages
- Identify all phones in an area (dragnet surveillance)
- Downgrade connections to 2G to remove encryption
Protection
- Use end-to-end encrypted messaging (Signal, not SMS)
- Use a VPN for data connections
- Enable "5G/LTE Only" mode to prevent 2G downgrades
- Apps like SnoopSnitch can detect some IMSI catchers on Android
